O Sistema Único de Saúde (SUS) compreende as ações e serviços de saúde no Brasil. O Serviço de Saúde compreende o trabalho realizado para o outro gerando novos valores a processos e produtos e tem por finalidade modificar o processo saúde/doença/cuidado. Os Serviços Farmacêuticos são desenvolvidos em diferentes pontos da rede de atenção à saúde. Destacam-se os relacionados à Assistência Farmacêutica e à Atenção Primária à Saúde. A Fitoterapia tem sido tema de políticas e ações públicas nos últimos 20 anos, incluindo a inclusão de 12 fitoterápicos na Relação Nacional de Medicamentos Essenciais. Para serem disponibilizados à população é necessário o êxito em processos de seleção e aquisição de medicamentos. No presente trabalho analisou-se os serviços farmacêuticos relacionados à seleção e aquisição de fitoterápicos para a Atenção Primária à Saúde no SUS, por meio de um estudo de caso. A unidade de estudo analisada foi um consórcio intermunicipal de saúde que adquire medicamentos, incluindo trës fitoterápicos: Mikania glomerata Sprengl, Maytenus ilicifolia Mart. e Glycine max. Foram discutidas cinco atividades relacionadas à seleção e à aquisição de medicamentos que caracterizam esses processos como serviços farmacêuticos: 1. Participação na definição do elenco; 2. Acesso à informação; 3. Elaboração de parecer referente à solicitação de incorporação; 4. Análise fármaco-econômica; e 5. Especificação e análise técnica no processo licitatório. Observou-se que existem muitas formas de implementar a fitoterapia no SUS, incluindo a disponibilização no elenco de medicamentos do Componente Básico da Assistência Farmacêutica. Assim, é necessário garantir seu abastecimento com orçamento, acesso e qualidade; manutenção e aprimoramento das políticas públicas; disponibilidade e uso das informações sobre os fitoterápicos para usuários, gestores, prescritores, dispensadores e responsáveis pelas diferentes etapas da Assistência Farmacêutica. Os serviços farmacêuticos podem então gerar novos valores à seleção e aquisição de fitoterápicos, qualificando-os ao uso no SUS.

Pharmaceutical services in the selection and purchase of phytotherapics for the Basic Component of Pharmaceutical Assistance of the Unified Health System -Brazil: challenges and reflections. The Unified Health System (Sistema Único de Saúde - SUS) comprises the actions and health services in Brazil. Health service includes work for other, providing new values to products and processes in order to modify the health/illness/ care process. The Pharmaceutical Services are developed in different parts of the Health Care networks highlighting the services related to pharmaceutical assistance and primary health care. The phytotherapy has been the subject of public policies and actions in the last 20 years, including the addition of 12 phytotherapics in the National List of Essential Medications. In order to make them available to the population it is necessary to have a successful process of selection and purchase of medications. In the present work we analyzed the pharmaceutical services related to the selection and purchase of phytotherapics for the primary health care in SUS, using a case study. The present study unit analyzed was a intermunicipal consortium of health for medication purchase, including the following phytoterapics: Mikania glomerata Sprengl, Maytenus ilicifolia Mart. and Glycine max. The following topics that characterize the pharmaceutical services were discussed: 1. Participation in the definition of the candidate phytotherapic; 2. Access to information; 3. Preparation of technical advice on the incorporation request; 4. Pharmacoeconomic analysis; and 5. Technical specification in the bidding process. We observed that there are many ways to implement phytotherapy in SUS, including the provision in the cast of basic component of pharmaceutical assistence. It is necessary to ensure budget, access to and quality of phytotherapics; maintenance and improvement of public policies; availability and use of information on phytotherapics for patients, public managers, doctors, pharmacists and other professionals of the pharmaceutical assistances. Thus, pharmaceutical services can provide new values to the selection and purchase of phytotherapics, qualifying them for use in the SUS.
